The Portal is an electronic platform that Billag provides as a customer-friendly service in the context of its role to collect radio and television fees from those subject to such charges (see Art. 68, RTA; hereinafter ‘the User’).
On successful registration, various services relating to the collection of radio and television fees can be managed in a simplified manner. In particular, the User can review their personal web account, view and change registered products, check for outstanding bills or change their address or name. The services can be expanded on an ongoing basis.
The User is identified through an email address and password on the Portal.
The user name is the email address of the User provided at the time of registration. Only one web account can be created per email address. The password is set by the User. Billag reserves the right at all times to verify the User’s data and their identity.
The User confirms with their registration that they are fully capable of acting on their behalf or with the consent of their legal guardian.
On successful registration, Billag sends an activation link to the email address provided. By activating and completing the remaining data, which is used as part of the collection of radio and television fees, the web account is activated.
In the event that the web account is not activated within 14 days following registration, it will be automatically and permanently deleted. The same holds true if the account is activated, but is interrupted and not completed within 14 days after the first attempt.
Billag may refuse registration without providing reasons or deny access to the Portal to an individual User at any time. The User can reset their password during login (‘Forgot password’).
In principle, the Portal is available to the User 24 hours a day and at no charge. Billag is entitled to suspend the Portal and/or the services at any time if it deems advisable for reasons such as disruptions, maintenance work, danger of misuse, etc.
Registration on the Portal does not result in an obligation to register for radio and/or television fees. The User can indicate that they do not own reception equipment.
Emphasis was placed on security during development of the Portal. The User acknowledges that despite all efforts by Billag and use of the latest technology and security standards, there is no guarantee of absolute security or that the systems and methods used are free of errors. Billag reserves the right at all times to introduce other security elements or authentication of the User through another form.
The User is responsible for providing accurate and up-to-date information (see Section 6: Liability).
The User must use the site in a proper manner and in compliance with the Swiss legal system. Any unauthorised use of the Portal is prohibited.
The User must ensure that the security features (user name and password) are kept confidential and protected from misuse by unauthorised persons. In particular, the password defined on registration should not be recorded or stored in an insecure manner. In case of a lost password or user name, the User must register again, according to Section 2.3 above.
In the event that the User discovers that the Portal or its contents are being used in an illegal or improper manner, then they must notify Billag without delay. The same is true for any failures or disruptions to the Portal.
Billag will comply with applicable Swiss legislation when handling data, especially with the provisions of the Radio and Television Act and data protection provisions. In particular, it will not sell the User’s personal information to third parties. Its staff is required to maintain confidentiality.

Billag assumes no liability for damages caused by improper use of the Portal and its services, in particular breach of a duty of care by the User. Billag provides no guarantee that access to the Portal will be constant and uninterrupted, nor that the data requested is accurate and complete. Billag reserves the right to suspend the services at any time. Billag assumes no liability for damages resulting from interruptions. Liability by Billag is excluded for damages incurred by the User due to transmission errors, technical defects, interruptions, disruptions or unlawful interference with the transmission device.
Billag expressly states that changes (e.g., address changes, cancellation of operation, name changes, etc.) of which Billag was not notified in advance have a direct impact on the collection of radio and television fees (see Art. 68 para. 3, RTA).
The web account will be automatically deleted after five years if there has been no account activity (e.g. login) during those five years.
The User can delete the web account themselves at any time or they can request that Billag delete it under exceptional circumstances. Deletion of a web account is permanent.
Deletion of a web account concerns only the user name and password, not the customer account connected to the obligation to pay radio and/or television fees, which exists independently from the web account for the Portal.
Billag may at any time make changes to the contents and/or scope of the services offered through the Portal. The User will be notified in an appropriate manner of any changes that may be detrimental to them.
Disputes that arise in connection with the collection of radio and television fees are subject exclusively to federal justice.
The exclusive place of jurisdiction is Fribourg. Mandatory places of jurisdiction are reserved.
